Figures such as Motahari, Beheshti, Montazari, Rafsanjani or even Khamanei were indeed very concerned about giving executive duties to Akhunds. They knew very well, that Akhunds do not have the background or education to conduct such affairs. Even Khomeini himself was concerned. But problem is and was, " You can not have cake and eat it too". If you want to give powers to non clergies, you have to meet some of their demands. You can not force women to cover their heads, you can not bar them to enter stadiums, and etc... Islam has been able to govern a country as far as I know, any time in history not just in Iran, but any where else.
