This notion of “If Iran attacks Israel from its own soil, Israel will attack Iran in Iran”.  What does it mean?

Now that it is said it means 1) Iran has to attack from, Iran 2) It is ok if proxies attack, but most importantly 3) if Iran chose to use proxies to attack, then it shows that it caved in to Israel’s threat. 

Which means Iran may not do either.  Or throw a middle short of Israel and all it a victory.
