A war is what GWB did when in Iraq and Afghanistan or what Obama did in Syria and Libya. Taking military actions in Pakistan to take out Osama Bin Laden was not considered a war for example.

Now Vacation:

You buy a bottle of wine in europe

Condition 1: Last year you went to europe when Euro was one dollar. The price of the bottle of wine was 100 Euro and you paid $100 for it.

Condition 2: You go to Europe and now Dollar is strong and each Euro is 90 cents.  The price of the bottle of wine was 100 Euro and this time you paid $90 for it. You pay less.
