After the German unification United states / Europe / NATO / and Soviet had an agreement not to move NATO east. Even after the fall of Soviet, some of the former soviet republics like Latvia, Estonia and Luthania joined NATO. They are bordered with Russia. Russia was not happy... And West pushed more ... Russia got to a point and agreed ok, all these vountries are ok but not Ukraine. Why not Ukraine? Becaus in Russian history both in WWI and WWII Russia was attacked through the flat land and flat border of Ukraine. That is a security issue for Russia.
