Comments: Again I think the reason for the proposal is managing the crisis created the past 4 years with the border open and surge of illegals. Again requires 2/3 votes and 3/4 states adaptation. What you are suggesting is to keep the law as is for H1B immigrants, they are good catch to keep for USA and good idea to keep since they generate income and pay taxes. I don't disagree with that. Changing nothing for all and keeping the tradition as is I am totally ok with under ordinary circumstances. I still have not grasped the magnitude of the current crisis and whether it justifies any changes. No it is not retroactive, but applicable (one can say retroactive) to those who entered since Biden opened the floodgates. The proposal will most likely not go through. It will be in the hands of democrat members of the congress.
Comments: its very normal for someone with H1B and a wife not working to have a child born here and then losing the job and forced going back to India. My own cousin was born here to F-1 father went back to Iran and returned around 18 years old. Very successful and tax paying person. Hope it is not retroactive

In your two senators: In both cases the husband has to be a citizen or a green card holder for the child to become a citizen. I think their focus is on abuse of the law and again whether this is something that is practiced excessively as a tool from illegal status to citizenship, especially now with the recent overwhelming number of illegals (12 to 20 million) entering and whether they use that as a tool to stay. Maybe they are thinking and looking at this as a way of even avoiding the separation issue. Again, this will be an amendment to the constitution and will require 2/3 approvals in both house and the senate. It is essentially in the hands of democrats.

Ok now, what do I think? I have to look at it from different angles. Humanitarian standpoint, logical standpoint, and abusive standpoint. Putting the humanitarian and logical views aside, one thing you don't want to happen is for pregnancy to become the tool to reach citizenship by illegal immigrants like fake marriage. And this is the whole point of this proposed change. The question really is how abusive the conduct is. I don't know. I am aware of fake marriages. It is costly and it is illegal. This will be considered an amendment to the constitution and will require 2/3 of house and senate approval.
