Azaries, Kurds, Gilaks, Lurs, Baloochs, Arabs, Turkamans, and some others are Iranian but not Persians. Iran is truly a melting pot.

Comments: I think northern Khorasan Is arguably the best reflective of melted dominant Iranian cultures. There are traces of Turkish and Kurdish influences mixed with the traditional Iranian elements. You put these three elements in a blender and northern khorasan music comes out.
