How could a 20-year-old, apparently acting alone and without any specialized training, come within an inch of killing a former (and possibly future) president of the United States?

I am sympathetic to those advancing conspiracy theories in this case. They are wrong, of course; if one is unsure whether something is the result of incompetence or conspiracy, incompetence is always the safer bet. But in this case, the staggering level of incompetence just doesn’t make much sense.

Well, we don't know yet. But what we know so far is that on that day, the secret service agency unprecedently violated most elements of their protocols. Only that day!!! Now Secret Service protection is a Federal Enforcement Agency and is currently under the governance of the current adminstration. These are not Trump people.

In all of the Trump's outdoor ralleys before this the primeter of the 500 yards has been well protected by snipers in all roofs.

In all of Trump's ralley (actually not only trump), The local police has a direct line of communication with SS. In this case and only in this case they did not. They have spotted this guy as a suspect almost 90 minutes before the attempt. 30 minutes before the attempt people saw him on top of the roof with a rifle. The least they could do was to tell Trump entrage, wait! it is not safe yet, let us figure out what this guy is up to and delay the speech. They did not.

The anti snipers located him and zoomed in. Ready, Locked and Loaded. They are watching him. But they don't shoot him until he opens fire. Congress has been questioning that how could you have it locked and loaded on a guy with a rifle pointing at the president, yet you wait for him to make the first move. A very valid question.  

This is what we know so far. I am certain Soros has removed obstacle on his way, and we also know about these Right Wing Neocon Republicans and their dirty work.
